Create a Workspace

Workspace creation is a bootstrap operation. It requires a signed-in, non-anonymous user's bearer token; a Workspace API key cannot create the Workspace it would need to be scoped to.

The Idempotency-Key must be 8–200 characters. Retrying the same name with the same key returns the original Workspace with 200 OK and idempotent_replay: true. Reusing the key with a different name returns 409 Conflict.

Creation is rate limited per authenticated user. Back off before retrying a 429 Too Many Requests response, and keep the same idempotency key for the same logical request.

The successful response includes the active Workspace, its active owner membership, and full_access. The Workspace and membership are committed together, so callers never receive a Workspace without its owner.
